Judging by the way the tribal councils treat their own, we would essentially be dooming the average aboriginal to something 10x worse than the third world existence they have now with our tax dollar.

Then figure the issues of picking nations, would they still be the reserves, would certain groups demand to consolidate? How would hundreds of little countries survive if the major country than encompasses them doesn't want to deal with them anymore? How would they get food/power/water? If we had to help them, would they even be sovereign? Would you want a backwater and potentially aggressive nation bordering two of your most important cities?

The problem is absolutely colossal, and would take a radical change in the politics and society of Canada to even consider a real solution, the most likely of which would be an abolishment of reserves and establishment of cultural museums/protections, etc..

As for this Mohawk problem, the solution is obvious. They understand one thing. Making demands on a country under threat of force is essentially terrorism (use of intimidation or violence to exert decision making influence on state bodies). I'd refuse to negotiate with them, and bring in a couple thousand reserve soldiers and local Special Weapons and Tactics teams armed to the teeth and force their withdrawal, capitulation and disarmament. National Security isn't something Canada can afford to play fast and loose with. These guys want to be a serious threat, treat them as such.
