There is a bit more to it for the rules. What we consider a legal crossing here is j-walking in Winnipeg.
In Manitoba a pedestrian must signal his intention to cross, and wait for traffic to see him before proceeding. So if I were to be walking down the sidewalk, turn and cross in a marked crosswalk with lights; but fail to press the button.... in Winnipeg that would go as my fault. In Calgary it's the vehicle's fault.
I just find it gives pedestrians a healthier respect for cars.
