I dont know about Winnipeg, but I've found that Western Canada is peculiar in that pedestrians really follow the rules perfectly. I see people waiting for the stupid walking man light at 4:00am with no one around.

In Europe and other major cities if theres no traffic they go, if theres traffic they wait. I dont see the problem with that. In some places its perfectly acceptable to make your way across a street full of heavy traffic frogger style, one lane at a time.
