Leaving the Cardel issue aside for a second... the lower your assessed value, the lower your taxes. So, don't you want to keep the "too low" assessed value for as long as possible? Let the City figure it out when they do their 2009 assessment. Unless I'm misunderstanding the "kicker" part of your post.
