i've gotten that a few times. the fix is to open your games list, right click on TF2 and choose properties. click on local files, and then Verify integrity of game cache. it'll take a few minutes to check everything, then after that you'll probably automatically start downloading some updates for TF2. once the download is finished it should be fixed
