It definitely can. It even has a billing module that you can configure to generate invoices for bandwidth usage, including overages, peak/non-peak, etc. I like to bill my wife for her bandwidth at home

I've used the Paessler stuff long enough now to also report that its quite stable. The services it runs to collect SNMP data in the background are stable, I haven't had any issues with it on a Windows 2003 server so far. It runs well in a VM too.
