I didn't really believe the stuff I wrote previously.

However, having had a minor amount of use of force training and knowing a number of people involved in law enforcement, I can appreciate the situation these officers are in. They are involved in the pursuit of a suspect resisting arrest. Their adrenalin is pumping. They need to perform at an optimum level not only to protect themselves but also the public. Should the suspect use force, they must be ready to respond in kind in an instant. Hesitation could result in injury or death to themselves or others. It's understandable, considering all the above, that an officer might make a poor decision or fail to exercise an appropriate level of restraint in a tense situation. Not saying that it excuses the boot to the head but I can certainly appreciate how easy it may be to go too far.
