The theory is people who are home bring their blue bins after the truck rolls by so potentially thieves could just target the houses with bins left out. Of course, any thief will have a couple of dozen other ways to figure out who is home and who isn't, they don't need the bins so Kathy better worry about those reasons too. Perhaps she'll have to quit her job so she can stand by her panic room with 911 on speed dial in case anyone does break in. That would free up a job for someone with rational thought.
