I agree with this.
TextMate is light years ahead of any text editor I've used in Windows.
Coda is very nice as well.
As for Windows, there is a free IDE that runs on OSX/Windows/Linux, called
Aptana Studio. It's an IDE core that offers various "Perspectives" that can be added on for Rails, PHP, CSS, Python, etc etc.
There is also
Eclipse, which is an open-source, multi-platform IDE. There's also an option to install the Aptana Studio mentioned above as a plugin for Eclipse.
Edit: Whoops. Missed that Eclipse was already recommended...
