It's really inhumane. There is no rationale for it but it could be some really sick and bitter rancher who has lost some horses. Wildies are notorious for turning up on ranchland and having people's domestic horses run off with them. Perhaps some lonely and bitter old man who has had a few horses take off to join the wildies?
I've been packing up in the Rockies and it can be pretty nervewracking when you know there are only a handful of grassy feeding pastures and are almost expecting some wildies to show up there and take away some of your horses.
