SSC Ultimate Aero TT, I hate that it is American, and that it isn't really good looking, but it is the fastest by a few more MPH than the Bugatti. I personally believe a new Koenigsegg will be the fastest in the world, the CCX is close to the Bugatti, a new one I assume will be faster.
