My guess is that they put together a plan and put a call in for final approval to the President, after the planning had already been done, and the other options assessed by persons with more expertise. Saying he "approved" it isn't quite the same as him getting on the horn and ordering his people to use force. That's how it works especially in the special forces community. They put together several plans based on different scenarios. When they go through the chain of command the Commander in Chief doesn't know what they're going to do or how they're going to do it, he just gives them permission to move forward. It gives the president a measure of deniability if things go to pot.
All the president knew was that something was going to happen.
