Ok guys, a couple people have mentioned "oh ya, just put it where your garbage goes"

YOU'RE MISSING THE ISSUE

If you put it in the front, your garbage goes before the sidewalk on your property, while blue bins HAVE to go physically on the road to be picked up. That was the OP's question. Garbage is done manually, while the bins have to be at street level to be picked up by the truck. Hopefully the city will give some insight, because its not mentioned on the website or pamphlet.

Same thing goes for back lane garbage. The bin can't be in an enclosure and has to be away from your fence.
