Now I don't believe in UFO's one bit, but I think this is a common fallacy (also in many other cases not related to UFO's.)

Just because someone explains something in a way that doesn't seem credible does not in any way mean that they didn't actually see "it". Actually I'd state that with the "standardization" of the bug-eyed alien in the popular media, it's quite likely that if a person was to actually see anything even remotely resembling a grey humanoid in a situation he believes to be "impossible", his brain would make him believe he is seeing a bug-eyed alien.

So basicly, assuming that a vaguely humanoid shape is good enough to be pretty likely to pop up somewhere else too, and that there's really only one species of aliens watching us, which is not in any way an unlikely number, then there's really nothing suspicous about all those sightings of bug-eyed aliens, as such.

Just because some people see stereotypical terrorists everywhere doesn't mean that there are no terrorists.
