Never use the words "never" and "always" when it comes to poker - it always "depends".

In the situation in question, yeah, it's not even worth discussing - Hero has 1/4 pot left on the river - nothing to think about. However, if there was a lot more money behind, like $600+, then you have to figure out the best way to get the rest of the money in, and that might include checking, depending on the other players in the hand, Hero's image, etc. I would almost always bet, but it depends.
