Or a better question is that how is someone so stupid still alive? Natural selection should have kicked in by now and he should have been hit by a bus or something crossing the street...

Whoa, buddy.
Gee, it's easy and fashionable to hammer politicians when they can't really defend themselves from this kind of shot from some anonymous know-it-all poster. Granted, we sometimes deserve it. I say “we” because I'm an alderman in a city in Alberta (not Calgary).
I agree with what Ceci is doing and have done something similar in my own community, although my tactic was a bit different.
As I understand it, he's not pushing for a city-wide ban, just banning bottled water in city facilities. Good for him, although I got voluntary partial compliance (we're not finished yet) in my municipality.
I cringe when I see a young couple buying a case of bottled water, knowing that they probably can't afford to waste money but they probably have credit card debt. The stuff that flows from the tap is virtually free and as good or better than a lot of that bottled stuff.
Joe (who I've met and I believe is well intentioned) is correct; we are fortunate to have some of the best tap water in the world. It’s clean and it’s safe. What is bottled water - around $1.50-$2 a bottle? Why? A third or more of bottled water is actually tap water anyway that has something added or is run through some filter, then it's bottled and sold for horrible prices.
I say good for you, Joe. Keep it up. I guess that makes me an idiot also.
Not the point, I realize. Here is the point.
Every time a politician does something you disagree with, he/she is an idiot? Your politicians are not the idiots you think they are. Do you think it's easy balancing all of the opposing viewpoints and trying to vote your conscience? It's damn hard.
I have a problem with know-it-alls who think that anyone who disagrees with them is a bumbling fool who deserves to die. Wow! I’d like to see some of you give this job a shot. Put your ego and rep on the line and file papers. We have civic elections in 1.5 years. Go out and start making a name for yourself; knock on thousands of doors and let us know how that works for you. In fact, let me know and I’ll call Ceci and he may even eliver nomination papers right to your door. It’s easy for some anonymous forum poster to take cheap shots at people in public office. Lay it on the line.
Sorry for coming off strong.
