The Cap Management System is flawed and needs to be reworked. Not only does it not properly allow for injury replacement players but it allows teams to go over LEGALLY. You may freely exceed the cap. There are no rules stating that exceeding the cap is against the rules, only that a luxury tax will be applied, just like MLB.
