The city has it all wrong. They should do what they usually do and figure out how to make more money from it. Like add more of a deposit to the amount and add a levy to the item. Like the province already does for some these we buy.
Perhaps that is the angle they are taking. Lets pretend we are going to ban the water bottles and then change it to adding a levy and then the consumers will be happy they still have the water bottles and they won't notice the levy.
