I would be shocked if Toronto didn't put forth a massive effort to land 8 KC home games. Didn't Oklahoma City do that with an NBA team because of Hurricane Katrina? It's all last minute, but at least it would have some consistency for the franchise and frankly is in a city the NFL is already considering. That said, maybe Buffalo would have problems with this arrangement.
