I agree this is a toss up.
Though mind you, the T-bags add absolutely NOTHING to the car it's on, outside of pure embarrassment.
The exhausts on the other hand... depending on which one it is, a lot of aftermarket exhaust do provide a little extra power, most aftermarket exhaust make it a little easier for the air to flow through, and as the ECU adjusts for the amount of air to intake, it will slightly increase fuel efficiency and performance. As long as they're not revving their engine, the pipe shouldn't make that noise. If their pipe makes that noise regardless... something's wrong. At least the true car enthusiasts (most of them anyway) have the decency to slap on a restonator to bring the noise down a bit.
