In the summer when it was hot outside I left the fan on 24-7 because it helped circulate the air in the house, keeping it cooler

In the winter you would only want the fan to come on when your thermostat calls for heat.
If you have an HRV (Heating Recovery Ventillator) that doesn't have its own dedicated ductwork to each room, then you should run the fan 24/7 in the winter as well.

If you don't have an HRV, then you should get one.
