First of all, I'd want someone of authority to conclusively state that these people were too fat to work, and that the underlying cause was genetic.

What they should consider rather than throwing more money at these people so they can go out and purchase more 'Bacon Butties' is that maybe they should have a qualified dietitian create their meal plan.

Structure might help these people.

Ie. This is what you eat, this is how much it costs. The state will pay for the approved food, but if you deviate you're on your own.
