We store everything on the phone. Apple's restrictions regarding subscriptions tied our hands a bit. Now with subscriptions, we can provide a geographically limited region of interest (tile on demand, say data at a 25km radius of your current position) instead of buying an entire state.

That is very interesting ... so you wouldn't need a cellular connection to have a map of your location.
