I don't think the city is trying to create an "advantage" for people trying to get a parking spot (oh boy, what a spin job that would be!). Unless I'm way off base, I'm guessing that it's more like 8000 people fighting for 7000 spots. However, say there are only 3000 people that are willing/able to pay the fee. While it's cha-ching for the City to collect from the 3000 who pay, what happens to the 5000 that can't or won't? Is the cost of dealing with the 5000 worth the revenue from the 3000? A private business could turn a blind eye to them, but don't think the City/government can do the same.
