If someone says plenty they should be able to provide names.

But how is it my problem that someone didn't get treatment the first time they knew they had this disease? Why should my family and friends be in danger from someone who is known to have cut someone's head off and declined treatment before?

Is it the persons fault that they developed shizophernia?
My deceased friend didn't ask for it.
Is it the fault of the person that mental health services are so woefully inadequate that they have trouble accessing treatment?
Be in danger? Li is mostly never going to be released.
Then there's the stigma and discrimination that goes along with the illness. All because people choose to remain ignorant about the disease and would rather live in fear.

I am not saying all people with this problem should be locked up forever but rather treated the same as every other human being who commits murder.

Putting Li in prison would put himself and other prisoners at danger. Without medical treatment and 24 hour supervision he'd probably kill another prisoner and relapse to his shizophrenic state. Maybe we should give the victims family what they really want and then let them see what happens. All because vengence and anger clouds thier judgement.
