I think the only social policy that the Conservatives are significantly different from the Liberals is gay marriage, and then, the only difference is that they are arguing about the definition of a word, not the level of rights gay people should receive.
The biggest problem for the Conservatives is the media. Outside of the corruption of the Liberals and the recent abandonment of fiscal responsibility, there really isnt a great deal that is significantly different between the two parties.
However, the two parties are portrayed in radically different lights by the media - ridiculously Liberal friendly media out east, and Conservative friendly in Alberta - and that is what people are making their judgements on.
