What they should do, is when the system is in at all the lots, they should charge a different fee, based on use, at each of the lots. This is purely designed to make people take buses, so that the lots aren't so crazy.

I am a university student, and I drive to university. I've taken the train to school 1 time in my 6 years there. I will get a job, it'll be downtown. And then I'll move within walking distance of the train!
