Most of the signals work with an inductive loop. Not by weight.

If you look, you will see lines where they have cut the asphalt after installing the road. They install the circuit. When you park over the circuit, the inductance of the circuit changes because there is a vehicle sitting over top of it. It detects the change and it knows there is a car over it. Maybe with a motorcycle there is less steel and therefore less change and that is why it's not working, but I would think they could account for motorcycles.
