Years ago a buddy was hit by a pickup while riding his bike. I got the license plate, and the cop told us after that if the guy admits it when confronted, they wouldn't be tacking on "leaving the scene" as it was possible the guy didn't know he hit somebody.

My point is, in a case with bodily injury (broken bones) the police's main objective was to see that the right person took responsibility. The fact that your buddy did the right thing the next day shouldn't affect him any more than a standard accident.
