The Green Goblin is a name shared by several fictionalsupervillains that appear in comic books published by Marvel Comics. The character first appeared in The Amazing Spider-Man #14 (July 1964), and was created by writer Stan Lee and artist Steve Ditko. The original and current Green Goblin, Norman Osborn, is an enemy of Spider-Man. After a serum enhanced industrialist Norman Osborn's physical abilities and intellect but also drove him insane, he adopted a Halloween-themed appearance, dressing in a goblin costume and using an arsenal of high-tech weapons, notably grenade-like "Pumpkin Bombs" while riding on a bat-shaped "Goblin Glider" to terrorize New York City. The character has appeared in numerous Spider-Man related media throughout the years, including television series and the Spider-Man films in which he is portrayed by Academy Award-nominated actor Willem Dafoe. The character was ranked number 19 on Wizard Magazine's Top 100 Greatest Villains Ever list.[2]

The passage of the Superhuman Registration Act provided an opportunity for Osborn to offer his abilities for the good of the country. Injected with nanites by Tony Stark (Iron Man) capable of delivering a powerful shock should he go astray, Osborn was offered leadership of a new government sponsored Thunderbolts with a small army of superpowered evildoers as a temporary means to round up rogue heroes who refused to register.
Norman is seen as the earth's greatest hero, allowing him power to rewrite the order of Earth itself.[109] He and his Dark Illuminati start some drastic changes that will tip the scale against superheroes and towards the side of supervillany. Norman first shuts down S.H.I.E.L.D., claiming it is too corrupted due to Skrull infiltration. He reforms it into H.A.M.M.E.R., putting himself as head, with S.H.I.E.L.D. secretary Victoria Hand as his second and firing Tony Stark. Tony is now seen as a coward and Osborn has him hunted down as a fugitive, making the public declare him the reason for the Skrull Invasion.[110] Norman then shuts down the 50 State Initiative, claiming it was a failed program from the mind of Stark. He creates only one government-sponsored Avengers team to do the job, the Dark Avengers.[111]
