You can't really unless they wear a diaper. But yeah, it's one of the main reasons I don't want dogs in the city after this current crop bites it.

Really? I don't see any cats around my neighbourhood. I don't think they fit enough of the negative criteria to warrant the drastic steps I want us to take with dogs.
