I think there is a worse problem with cats in this city, people let them wander the neighborhood unchecked. I hope your plan includes them too.

I do like the point you raised about dogs peeing everywhere but instead of banning them we should allow people to do it also. it would be quite freeing to let it fly whenever the need arose.
