(ii) is escaping from and freshly pursued by persons who have lawful authority to arrest that person

Actually Transit cops now are considered 'Peace Officers' and have similar powers as real police. I had to pay a transit ticket once for losing my transfer a while back. The official offense is 'failure to produce valid payment' or something like that. So even if you find your ticket later it is still a violation. They told me that if I didn't pay or show up on the specified date that I would be arrested by the police. Now I always buy the tickets from grocery stores and keep the validated ones in my wallet so I never lose one again.
