I worked at Canadian Tire in Lethbridge and I often helped the security guards make arrests. I even made one on my own. All of the arrests I was involved in were done on property but we did chase down shoplifters a few blocks away and I know of a few that people were arrested off of the store property.
We couldn't arrest somebody for shoplifting unless somebody who works for the store witnessed the person stealing.
