That picture is brutal.

The LAPD has release a statement about it. (it's a PDF)

domestic violence incident that occurred on February 8, 2009,

one taken during an official Domestic Violence investigation.
The Los Angeles Police Department takes seriously its duty to
maintain the confidentiality of victims of domestic violence.

The Department launched an immediate internal investigation and
subsequently filed a personnel complaint.

A violation of this type is considered serious misconduct, with
penalties up to and including termination.
It is awful that they are leaking pictures like this and whoever is responsible should be canned.

It is awful that I looked at it, knowing what it would be. I'd probably do it again though, so I'm guilty of keeping vampires like TMZ alive. Yuck.

The terribly written statement from the LAPD essentially confirms that the picture is of her though. Well done all around.
