I believe the point Ellen was trying to make was that Cavil is sadistic. He
revels in the pain of others, is controlling, and he loves doing it.
Lobotomizing the metal cylons was a prelude to this, very specifically.
Perhaps that's what Boomer (finally?) sees, thus helping Ellen Tigh.
