she should be charged, yes. with a bunch of criminal negligence causing death, etc. at least.
dogs have be put down, too.
i've never been one for restricting dog breeds, but in a world where people like this are allowed to own dogs, then maybe it's an ugly compromise. some breeds do have quicker triggers and will disavow all training in certain situations.
until you can ban owners, maybe breeds do have to be banned. things like this would happen a lot less.
