Yes, yes, and yes. I mean instead of locking her dogs in the basement, she locks her son in the basement. That should be indication of itself that she has some screwed up priorities. I know some people really love their dogs, but when it is between your dogs and your son hell any reasonable human, you can not pick your dogs. That in itself should be a charge, I don't know what they could do, but I am sure that you could find many child welfare laws which that would violate.
She then keeps dangerous animals in the same house as her child, and has no safety precautions, even when she knows they are a threat. And don't tell me locking a 12 year old in a basement is a saferty precaution. The worst part is she seems to be upset at her son, more than she is at the dogs, although then again it is almost impossible to tell from a news story.
Fromt he information that was given, and not knowing the California Criminal Code, I would hope there would be charges such as wreckless endangerment of a child causing death, or something to that effect. Once again I don't know if that is a charge there, but that would fit the bill quite nicely.
I don't blame the animals either, I blame the idiot mother in this situation.
