There's actually a more in-depth article on ESPN that I'll try to find for you. It basically says the the PA screwed this one up. The PA had the opportunity to have these samples and records destroyed after 2003 but inexplicably did not. The records have since been seized by federal agents and are going to be opened up to the public and used as evidence in the Bonds and Clemens trials.
