I was pretty sure that it has always been the responsibility of the citizens of the country to overthrow their government if that government is not acting in the best interests of the people who elected them. So yeah, basically if the people decide, they can fire the government.

I'm going off the US declaration of Independence, but I think it applies to any democratic country.
