Yes and yes but I would get a dual core Celeron or Sempron. Basically computer technology has advanced far enough that software (and the internet) hasn't really come up with anything that poses a challenge for quite awhile. Decent onboard video these days should cover everything (even Vista Aero features) aside from games. Even the Atom processors in all the ultra cheap netbooks and nettops are quite decent.
