Default Questions about building a basic PC

Alright, I'm a technical guy, but I only know the software side of things. I know embarrassingly little about hardware.

I might build a computer for someone who says they only need the basic Internet, email, word processing. No games, no video/photo/sound editing.

I just can't bring myself to recommend the cheapo parts, even if that's all that is warranted.

My two questions:

1. Is on-board video acceptable? Obviously won't do for games, that's fine. But for just the basic Windows programs, any noticeable sluggish video performance? (Assuming ample RAM and a decent CPU).

2. Are the cheaper CPU models fine? Myself I'd never buy a Celeron or Sempron, but must admit that they would probably work fine for this use case.

I'm just wondering if any of the hardware techies would like to weigh in. Thanks.
