Default Electrical question

Hey guys, I have an electrical question...

I have a ceiling light that stopped working and after a bit of troubleshooting I checked the voltage at the switch and it is only at 40V. I don't think there is any other outlets on this circuit...any ideas on why the voltage would be 40 instead of 120? And would lower voltage cause the light not to work (I would have guessed that it would have just dimmed the light.).

Any help would be much appreciated.
