Default Slightly Urgent/Important Question re. AB Healthcare

Okay, I have a friend who lives in Ontario that just dropped me an email. Apparently, she got into a nasty car accident late last night and has some painful whiplash and possibly a concussion. She was throwing up last night etc... I have no idea why she didn't phone the police at the scene etc...

Now, she is an Alberta, living in Ontario for 14 months. She won't go to the doctor, because she doesn't think that ON Health will cover her through AB Health. Last time she went to get something checked on, the doctor wouldn't treat her.

Now, my question is, with the Canada Health Act, doesn't it guarantee universal care to any Canadian anywhere in Canada. Can't she just go into a doctor's office, give them her AB health number and receive treatment?
