its a little old but I don't believe that the law has changed since then, as I have been gambling both poker and sports books casually over the last 5 years and I know sports select is a rip off, you can get much better odds online and you don't have to parlay all your bets, minimum 3 parlay with SS isn't it?

so not illegal. Just dont run one unless you are in the Caribbean or on a Native reserve because they can do whatever they want.
