The guidelines they have seem to try and do the least amount of harm in the most number of situations..

Was she dangerous? Probably not and the officers probably didn't suspect it, but we've all watched the shows where the seemingly innocent person pulls a weapon or backs into the cop car. Could she have gotten hurt from them pulling her out of the vehicle? Again probably not, but again it's possible. Enough cops have been hurt or killed on traffic stops in big cities that they all seem to have guidelines that try to minimize the risk for everyone.

And they didn't electrocute her, they taser'd her. They're designed to subdue without causing any injury. The cops are instructed to use it because it's a choice between some risk and almost no risk.

Was he quick on the draw with it? Maybe a little but he did give clear instructions quite a few times. She was resisting arrest. She was confrontational with the officer. She was even calling for "backup" and told them she didn't trust them! What's he supposed to do?

She sounded like a little baby throwing a tantrum in a store. Even my son doesn't throw a tantrum like that when things don't go his way and he's 11 months...
