Well I've hired people in the past from over-seas. It can be a monumental pain in the arse as you have to essentially prove that the person you are hiring cannot be hired in Canada. That they have some sort of unique skill that your business needs. Best method I found was to get a letter from what ever relevent local college (in my case the ACAD) that stated that the candidate did have unique skills. I also made the case that hiring people from overseas had benefits in that they brought different life experiences and perspective. Of course all this just helps once a company wants to hire you.
