Back when Ontario did this (over a decade ago) I don't recall much grousing about this issue at all.
From what I recall, the pharmacists' association wanted this change (I believe they said they didn't like the mixed message they sent by selling tobacco), but couldn't get the big chain stores (Shoppers Drum Mart, etc) to go along with it. So they petitioned the government and got the rules changed.
I agree that I don't think this will really do much. I would prefer seeing more steps to prevent tobacco from getting to teens.
From when I was young I know everyone knew what store you could go to, or when a certain person was working that would sell to under-ages. What can be done to cut down on that?
