Bit of an overstatement, no? Plus, typically these "Most likely to..." captions are done by the yearbook committee or someone other than the student.

Not allowing the caption "Most likely to assassinate Bush" is limiting a student's freedom of expression, the issue is whether it's a reasonable limit.
Personally I think the Secret Sarvice's investigating it as a threat falls under the heading of "Having nothing else to do that day...", however the school's choice to black it out as inappropriate for an official school publication is fine with me.
