This works if you've actually got access to the maintenance room. I had the same thing in an apartment in italy. Had to let the air out of the system. But around here, apartment buildings have a central boiler and the system is not accessible to renters. I swear that my cheap ass landlord has the system half full of air to keep costs down. I can actually hear the water trickling through the pipes. I set my thermostat to maximum back in late November. It's a comfortable 20 degrees in here.
